why notice is used u/s 148 and what is it barred period to issue? As a IT officer what is the importanace from the IT purpose?

1)As it is mentioned in law.
2)Time liitis under sec 149 4 years/6years from end of rel AY sub to cndition mentioned therein.
3)imp- without proper notice u allaction shall be null n void and will have no value when challenge in court.
