15 July 2017 Sir,
If we buy from unregister (exempted service or goods) we have to opt for reverse charge mechanism.

If the same buyer register in GST (Voluntarily) under exempted service or below Rs.20 lakhs. here also reverse charge to be applied.

please guide me

15 July 2017 RCM has to be paid on the GST rate applicable for the goods you are purchasing. If the goods you are purchasing is exempted then there is no liability to pay tax on RCM basis as the goods are exempted.
