tii what date it return for salaried employee for the ay 15-16 can be filled and what are penal provisions and whether it can be filied after filling return for ay 16-17

A return can be filed 1 year from the end of the assessment year or notice U/s 142 is issued which ever is earlier, so in your case for AY 2015-16 return can be filed upto 31 March 2017. Yes, it can be filed after filling Return for AY 2016-17
