Dear Joginder, As per my experience the sale of old cars(fully depriciated) is not requiring an resolution but a proper consent/permission of the responsible authorities must be there on paper/mails.Then the advrt is to be given in NP and sealed quotations should be invited which should be opened on a predeclared day by the responsible person in presence of other authorized employees.
