If shop owners of plaza/mall have formed their shop owners welfare association and looks after the maintenance of plaza/mall. Whether rent received from let out of common area to non-member is taxable as income of house property or other sources in hands of welfare association.

but they have the right to do so. Any right associated with any property is taxable under income from house property
