A dealer, commencing new business, intends to purchase goods in interstate transaction & sale the same locally in Maharashtra state. Can he make the purchase by offering to furnish 'C' form to supplier even before VAT registration & use the sale transaction consequently happening for eligibility for VAT registration & thereafter apply for 'C' form for furnishing the same to supplier? Please guide.

for such situation he has to apply "voluanteer basis " registration, and after grant of provisional basis CST number he would be in situation to issue way bills and C forms, subject to limitations and restrictions imposed by registering authority at the time of registration.

C forms are allowed only to the registered dealer and till you are registered you cannot procure C form. Hence, the question of issuing does not arise.
