whether vat applicable on service tax?

If you have to provide the service only service tax is applicable, vat is applicable if you have to sale the goods.

i was asking that if any vendor raise invoice which includes value of goods along with service charge for logo printing. then in this case whether VAT will be levied either on both or only on value of goods.
