Regarding form 16 or salary certificate

if any employee have not any TDS liability and we have not deduct any TDS. then on year ending whether we have to issue form 16 to him or simply salary certificate?
and if we issue form 16 to him then it is wrong or may we issue it to those employee to who have not any TDS liability.

24 February 2012 No statutory requirement to issue Form 16 to employees those not deducted TDS. But incase employer issue the same , no problem on the same
