there was a demand notice for ay 2008-9 for rs. 29800. demand was paid in the last month. now the department has set off rs. 29800 against the refund of rs. 42700? now what to do. how to get his rs. 29800??

You must have got the intimation u/s 143(1) for the adjustment of demand.
Now file a rectification u/s 154 to get the refund giving refernce to the said intimation.
