Is the Excise clasiification of Telephone Recharge Card 4907 00 30

I think in excise classification it should be under 4901.9,

We think this chapter should suit better because of this note in the classification
""For the purposes of tariff item 4907 00 30, “Information Technology software” means any
representation of instructions, data, sound or image, including source code and object coderecorded in a machine readable form, and capable of being manipulated or providing interactivity
to a user, by means of an automatic data processing machine""
