What is the rate of service tax for Air Travel Agents on booking of Domestic and International air tickets from 24.02.2009

assessee has option:
Option 1: Now 10% + cess (on service provided).
option 2: .6 % of Domestice Flight
and 1.2% on International Flight (on air-ticket amount)
