My query is whether profession tax is to be deducted from a CA Article student on his stipend if it exceed Rs.8000.

PROFESSION TAX IS A STATE SUBJECT. this is a tax on profession, employment,trade, calling.
c.a articles training does not fall under any of these categories. so no prof. tax for c.a articles trainee.
