there is refund for A. Y. 2010-11. If any one has not filed return for A.Y. 2010-11. Can he file it now?

Yes return can be filed now.

Penalty can be initiated under section 271F,amounting to Rs.5,000/-,if return is filed before the end of the relevant assessment year.
