Is is necessary for a party to raise a purchase order? before raising an Invoice or a proforma Invoice? if yes please give reference as to where is it given?

No. It is based on the Company policy but rasing the P.O. will reduce your mis understanding with your supplier

Agreed, in case of big concerns having certification form ISO/ TUV etc , have to raise PO and follow otehr formulities before making invoice.
