Does the income tax department initiate prosecution proceedings as a natural consequence of initiation/confirmation of 271(1)(c) or similar penalty..
or is it that they rarely resort to prosecution even though they can..

If penalty under section 271(1)(c) is confirmed, prosecution proceedings can be expected in all cases and the said proceedings will also sustain.
