In many Acts there is phrase "unless otherwise provided in the Act" and not withstanding phrases. what it exact mean pls give me simple langauge

Notwithstanding anyhting contrary contained in any other law for the time being in force.......such phrases are used to strengthen the provision..

unless otherwise...means in absence of specific provision the provision mentioning the phrase shall be applicable.
