Perquisites on concessional acomodation

Sir/Madam
I live in a small industrial township and working in a government company. My employer provides us quarter including Gas, water and Electricity on concessional basis. Recently, I got my FORM 12BA and FORM 16, where Taxable Accommodation Perquisite Rs. 3323.50 (3,683.50 (value of perks)-360 (amount paid by me). My income under the head SALARIES (other than from perquisite) is Rs. 175922.84. Now, I have a doubt on Perks calculation, kindly clarify my doubt.
Is Govt Company's employee treated as Govt Employee?

Value of rent free accommodation for Govt employees will be
License fee determined by the Central Government or any State Government in respect of accommodation in accordance with the rules framed by such Government as reduced by the rent actually paid by the employee.
Incase of furnished accommodation 10% of cost of furniture will be added in the above valuation in addition
