Partnership deed change

there are two partners A and B running business and now A is missing from 1 year and can not contact to him...the other partner i.e. B want to change the partnership deed. what remedies are available to B to change the partnership deed and introduction of new partner C?

He can admit the legal heir of A as new partner.
