Notification for ST 33% on construction of Flat value

30 June 2011 Dear Experts,
can you provide Notification/Circular from the GOVT. for Service tax 33% of Gross value on sale of Flat. Our Builder collect Service Tax 10.3% on 33% of cost of Flat.

Please suggest me we will pay or not. If ther is any Notification/Circuler No.
Please provide.
