Hi.,
Any one can you please explain me Non deducting of TDS on Service Tax part is only for Sec 194 I & 194 J or its also applicable to 194C( Contarctors)

Yes applies to all sections under chapter XVIIB. Pl see CBDT circular 1/2014 dated 13.1.2014.
