I am deducting as per new TDS rates from 1-8-09 Am i right?

Partially right.
TDS rate on interest other than interest on securities u/s 194A, in case payee is a company, reduced from 20% to 10% with immidiate effect in the finance bill.
Other changes in the rate has been made effective from 01-10-09. eg. TDS on rent and Contract.
