25 March 2015 at present it is yet not notified by department so currently it is 12.36% only

25 March 2015 if u want to raise bill related to march then u can apply current rate of 12.36%

25 March 2015 The new Service Tax rate shall come into effect from a date to be notified by the Central Government after the enactment
of the Finance Bill, 2015

So, accordingly you can very well raise an invoice even after 1st April as new rate will be notified at later date and most probably it will be notified in the end of April month by that time finance bill will get enacted.
