Need of fcnr number

my client has received a cheque in foreign currency as a donation towards trust. but my client does not possess fcnr number with him. Is fcnr number necessary for clearing the cheque or he can clear it without that number?

It is mandatory for any Indian Trust to obtain prior approval before receiving any donation from outside India.
