Need help in making employee benefit policy

Hi,
Our company wants to create a employee benefit policy which is as follows:
Employee purchases laptop from vendor (no surety from company) using Loan facility i.e 12months EMI. They need to pay 4months EMI upfront in first month & 8 Months EMI in next 8months.Our company wants to repay the entire money in 24 equal installments to employee and at the end of 2nd year employee will become owner of laptop.
Requesting you to analyze the above situation and suggest ways of implementing this policy.

Company doesnt want to spend money from his pocket as this is a startup. Company doesnt bother about depreciation claim.
