If a Name of a Proposed Co is approved by ROC through form 1A & such form if not responded within 60 days ie proceedings for incorporation is not being carried out then is it possiable that after 60 days can such name be applied for registration of that co.

No. If 60 days period is over you cannot use the name alloted to you. You have to apply afresh in Form 1A and get the same approved by ROC.
But within the permitted 60 days period you can apply to ROC and get it extended for another 30 days.

A fee of Rs.250/- also has to be paid if extension is sought for as explained above.
