It is a state affair. Procedures varies from state to state. In Kerala it is controlled by the Inspecting assistant commissioner of Commercial Taxes.

Pl go through the Rajasthan money lenders' act, 1963, and the Rajasthan money lenders' rules, 1965.

PLEASE CONTACT FOR REGISTRATION AT PANCHAYAT OR GRAM SABHA. Panchayat / Panchayat Samiti shall be competent to restrict and regulate business of money lending in Scheduled Area as per the provisions of the Rajasthan Money Lenders Act, 1963(Act No. 1of 1964);
