greetings of the day!

Please clarify me the meaning of the below quoted phrase as i m unable to draw its clear meaning
"Language of the statute cannot be so precise to cover each and every possible situation"

08 May 2010 Meaning of this phrase is not really difficult.

In real professional life we have to face real situations which are totally unfolded as far as law makers are concerned.

Law makers can imagine certain situation based on their research and make rules and regulations for them. But to imagine each and every kind of possible situation is something impossible for anyone.

For example u must have heard the SATYAM SCAM. Who can imagine this kind of scam?

So after that scam there are certain changes in law for listed company from SEBI and ICAi.

Hope am able to bring some clarity.
