Meaning of this phrase is not really difficult.
In real professional life we have to face real situations which are totally unfolded as far as law makers are concerned.
Law makers can imagine certain situation based on their research and make rules and regulations for them. But to imagine each and every kind of possible situation is something impossible for anyone.
For example u must have heard the SATYAM SCAM. Who can imagine this kind of scam?
So after that scam there are certain changes in law for listed company from SEBI and ICAi.
