Lower tds certificate us/ 197

Dear Expert,
I have one Mumbai Base Ltd Company & PAN number is also from Mumbai, and we have one Branch at Delhi and taken New TAN number for the same branch, now we required Lower TDS Certificate for Delhi Branch.
My query is whether we have to approach at PAN AO in Mumbai or TAN AO at Delhi for Lower Deduction Certificate.
Kindly Suggest me, it's urgent
