Long term capital gain

i have bought the residential flat ,date of agreement is 1st july 2016.Property is under construction.I am making periodical payment to the builder. scheduled possession date is 30th dec 2017. when at the earliest,I can sell this property as long term capital asset?.

30 June 2019 but there are conflicting views and judgements regarding actual possession of property whether it is habitable or not?
