Service Provided to Non Resident/ Foreign Company are liable for Service Tax where the place of service provided with in home country.

two clauses should confirm for export of service
1) payment received in foreign exchange
2) service consumed outside india.
if both are confirmed then only its exempted, otherwise ST payable.
