Liability of service tax under reverse charge

If a vendor charges transportation cost( Vendor is not a Goods Transport Agency but this cost is like a reimbursement for vendor) Whether we have to pay service tax on such amount or not.

In my opinion,Yes, you need to pay service tax as you are responsible for payment of frieght provided you have received goods with consignement
