The Parliament approved the law which will apply to whole of Indian Territory.
The State Assembly made Law for their concern State.
Delhi Ministry can make Law for Delhi but he can not make for Haryana State. For example Gutaka/PanMasala ban in Delhi but not in Haryana and UP.
