why aren't so many laws applicable in jammu and kashmir?

Article 370 of the Indian Constitution grants special autonomous status to J&K. Unless an Act of Indian govt is passed by J&K legislature, such an Act can not be applied to J&K.
Therefore many laws are not applicable to J&K as J&K legislature may not have accepted those laws.
