A fabrication manufacturing proprietor company issue labour invoice for some labour work is it applicable to charge GST on His invoice?

YES IF THE COMPANY CROSS MORE THAN 20 LAKHS IN A YEAR, as per GST whether Service or Sales or Manufacturing all other comes under the term "SUPPLY" whether supply of service or supply of goods. Only one condition is 20 lakhs turnover in crossed. please check your turnover

Company registered in GST there is no turn over just started newly business

then you raise the invoice with GST only, any kind of activity after taken GST registration GST will be applicable except Exemption category, so raise invoice with GST I think for the labour or service oriented nature GST % will be 18% and same your vendor deduct the TDS to you
