If you've issued an invoice but haven't delivered the goods, you can still file your GSTR 1 return. Once a tax invoice is generated, it must be declared in GSTR 1 regardless of the delivery timeline. You can then generate an e-way bill using the uploaded invoice number, and ITC can be claimed based on this generated e-way bill.
