At what rate tax is to be withheld for online services rendered by German company to Indian Company for FY 2013-14?

Answer is not so simple, but the rate as per income tax act canbe 25.75%.

However, As per the article 12 of India Germany DTAA the tax to be withheld is 10% on technical services rendered, is this correct?

Yes 10% rate can be taken provided TRC and PAN are provided by foreign party.
