Interest on late payment of tds challan

Dear Sir,

I have received a notice from CPC-TDS for the late payment of TDS challan for the month of Nov'13,
the tax payment made on 15/12/2013-late payment of one month, but in demand notice interest on late payment charged for two month including Nov'13,
is there any new notification circulated?

18 May 2014 this is the basic calculation. the interest is computed for month or part of month. For deductions made in November, interest shall be paid for one month - November and One month december...
