I received notice regarding non filling of income tax return for f.y. 2013-14. I am pensioner. TDs is deducted.
is this notice is u/s 142(1)?
can I file my return now?

yes... you can file your income return now claiming tds deducted on pension..

yes. File the return stating that it is filed under section 142(1). You can claim the refund as well
