Income tax on service tax

FCI is paying warehouse rent plus service tax to an X organisation. However FCI is deducting Income tax from its total bill i.e. from its rent as well as the service tax component. Is it correct?What is the Service Tax provision for it?

Not correct. Please refer CBDT Circular 4/2008 dated 28/4/2008.
