Imports payment through corporate credit card

I wish to know if the Income tax provisions relating to submission of chartered accountant certificate under sec 195(1) for payments made to non-resident will apply for corporate credit card payments also.

If TDS Need to be Deducted on Such Payments and Taken as Expenses in Books of Accounts.
