I am importing diamond and paying IGST on ICEGATE website.
can i take ITC of IGST paid on ICEGATE?

Yes you can take ITC of IGST paid.

But in GSTR 2 of july month it does not reflects
In GSTR 3B of july i have claimed it in eligible ITC (import of goods tab)

This is reverse charge payment so you have to fill the details in the reverse charge table of gstr-2 and gstr-3 B.
