Holding LIC and GIC Agency by member in service

Respected all,
I would like to know that whether a member in service who is not holding a COP can hold LIC(Life Insurance) and GIC(General Insurance) Agency. And whether he can work as an agent along with holding a membership of the ICAI.

He need to take permission from employer as well as institute.
