If a registered person purchases goods from unreg. dealer and sells also to unreg dealer...what will happen in such condition under GST ?

for Input supply(purchases) from URD.....RD has to pay GST. (ITC can be claimed on this)
for output supply (sales) to URD... .......... RD has to charge GST
for output supply (sales) to URD... .......... RD has to charge GST
