What are the purpose of issue of Form-H who issue to whom and what is the time limitation for the issue of the form and what are the consequences for non issue of Form H?

Form-H is issued for INDIRECT EXPORT.
for ex A sold the packing product to B & Mr B used the material & it was exported to the other country .
The B as to issue a form H to Mr A.
if the product is sold against H form the VAT/CST is NIL.
non issue of H form local tax as applicable.
and the H form will be issued once in a qtr.
