02 January 2014 Dear Sirs,

I have to make payment to our foreign vendor towards material purchase. and for that our bank inform me to file form15ca online and to submit form 15cb signed by chartered accountant. But I read somewhere that company secretary can also signed form 15cb if payment doesn't attract TDS. Please guide me can my company secretary sign this certificate being the employee of the company ?
