Can a CA mention that TDS is yet to be deducted and issue Form 15CA for foreign remitance

No. If the income is taxable in India the TDS has to be deducted. Not only deducted but has to be paid and in 15CA it has to be specifically mentioned about TDS otherwise the banks will not transer the funds.
