please explain the form 15ca and form 15cb and when this form should be fill.
also explain all the details about this form like who is remitter and who is remittance.

Whenever a person makes payment to a non resident TDS deduction is required under section 195.Form 15CA and 15 CB are a control tool with tax department that proper TDS has been made at tha stage when the remittance made bcaz its difficult to recover the tax from non resident at later stage.
Format of both forms are specified under rule 37 BB of Income tax.
Before filling of 15 CA Remitter required to get a certificate(From 15CB) from a CA.
After getting Form 15CB,remitter shall file an undertaking and remittance detail in Form 15 CA electronicaly on TIN/NSDL site.
After that remitter shall take a print of filled Form 15CA, and deposit it alongwith Form 15CB to RBI or Authorised dealer.
After verification of forms RBI or Authorised dealer make payment to Non resident.
