please tell me can file IT RETURNS FOR THE ASSESSMENT YEAR FROM 2008-2009 TO TILL NOW ?
IS THERE ANY PENALTY FOR THAT EARLIER RETURNS?
IS THERE ANY PENALTY FOR THAT EARLIER RETURNS?

You can file the return only for FY 2010-11. The returns for the earlier periods is time barred and CANNOT be filed now.
