Filing of mgt-14

i want to know the basis on which fees has been charged for filing of form MGT-14. Whethet it is based on paid-up share capital or something else. please clarify it. And one more thing which i have noticed that while filing these forms some require dsc of CA while some not. So, please clarify this issue.....asap.

Pursuant to rule 12 of the Companies (Registration of Offices and
Fees) Rules, 2014 filing fees for MGT 14 is based on nominal share capital.
Further MGT-14 filed by companies, other than one person companies and small companies, shall be pre-certified by the Chartered Accountant or the Company Secretary or as the case may be the Cost Accountant, in whole-time practice, namely.
