filing of IT Return for A.Y 2008-09

23 June 2010 hi all,
plz let me know is there any chance to file IT Return for AY 2008-09 in case an assessee has forgot to file the return. Income for the F.Y 2007-08 was below taxable limit.... Can an assessee be able to file the return.... What is penalty, if any....
